i try and try but no one is dumb enough to be right by eachother when i got a spartan laser. if if they were by eachother i am not good with the spartan laser. Is there any tips u can give me to make this achievement any easier?

I find the best way to get this achievement is to talk t the other players in the lobby right before a Lone Wolves match. Ask if anyone wants to get an achievement, and if they do, click the middle button on your controller, go to your friends list, then go to recent players. Find the player that has agrred to help you and invite him/her to private chat.
Now you talk to that person throughout the game. If he/she agrees to help you with the lazer achievement, grab the spartan lazer, have him lure someone near him, charge up and kill the both of them. This is what I did for a lot of my achievements. Just be ready to help them get their achievements after they helo you.
